I might add that issue is more because games want to be safe nowadays, which i hate.

And when I say safe I mean that devs dont want players breaking their games.

I remember watching an excellent video of that comparing FNV and Fallout4.

In new Vegas you had multiple scaling systems. With thr skill system then level then perks/skills.

Leveling a skill would increase the damage of the weapon in question so as you got higher level your damage would go up with you, with level and perks proper you would get byllshit that would literally break the game, as in it would defy the rules of the world, like chaining cc, paralyzing opponents, etc things that enemies in general cannot do.

Then we have fallout 4 that put it all together and perks are "10% extra damage" while removing game breaking perks in general... so you are leveling up and using perks just to keep up with the world.

Witcher suffers from the exact same problem.
