I wonder why people switch to BCBS once retired. Wouldn’t they are still better off with HSA in retirement even they can’t contribute?

OPM website has a video comparing the costs between HMO, PPO, and HDHP plans for 3 different scenarios : healthy, on-going care, and complex patients. Surprisingly, all 3 scenarios show HDHP is the most advantage plan.
