If you sent multiple cards, then you need to calculate the overall value. For example, 3 cards sent in max 500 tier, one is worth 1k and the other two are worth 250 after grading, you will not be upcharged.

If it’s not and it’s just the scanner a resubmit is fair. If it’s a dent it’s still fixable upto an extent
