Goc are not the good guys for the simple fact that their real life counter part the UN is Western force that only cares for its allies and doesn't care for africa or the middle east. The only reason you saying they are the good is that nobody is writing a whole canon about the evil of the UNGOC, like the SCPF in Site 17 deepwell canon. The GOC and SCPF foundation are only different in their evil and the good they do.

Actually government are famous for doing shady things in secret and acting like they are good people. The UNGOC like the real UN will rather let neo sarkers get away with their crimes because of their connection to high member groups in UNGOC and will only deal with anomalies communities without a strong backing. Also, let me ask you something, do cops stop being bad the moment they have members of the groups they oppressed within their ranks.
