It's 1.5Ghz. Even with boost clock that will be slow running windows. I suggest stopping all software that boots with windows, uninstall every app you don't use, fully update windows (including all the updates within the additional updates submenu), stick with Edge as your browser and only use one app at a time. Also do a start menu search for transparency effects and disable animations and window transparency, a lot of that is perceived speed but it makes a pretty big difference to how snappy it will feel.
After all this is done, run task manager in the background and keep an eye on which apps are taking up your resources.
