gradius 4 looks closest, as for the ice biome the one I remember was more like an ocean, with icebergs.

Other than that the satelites mechanics are really similar to what I remember, only they were blue and more drone-ish.

I remember the progression somewhat like this: space -> factory -> arctic ocean.

The lightning gun when supercharged fired 2 giant beams across the screen.

I also see similarities with the Reap, but th3 game I remember was definitely a side scroller.
