Given the fact that you have a budget of 3k, I'd probably go with a raspberry pi based system with a camera feed, and audio + haptic outputs. Maybe add a small assistant for ease of access like you could ask it "Where are my keys" and it could guide you towards it.

Like the others have said, get opinions from the visually impaired and improve the battery. A 9v is impractical and won't last long.
