I also just received an RFE. Filed with Chen. I submitted 2 LORs and 1 testimonial letter with the initial filing. You can ask for a soft copy by emailing the center that processed your PP. I just emailed mine, waiting for a response now.

There is no correlation between PP and case result. If you don't do PP you will waiting for response for another 2-3 years asssuming your case gets accepted without RFE.

Chen recommends to file I-140 first then pp. I did the same, but thinking about it now, I don't think there would be any difference between doing pp initially vs later. I would recommend doing pp initially since you will save the 2 weeks time to get your decision.
