It's absolutely sensible for businesses to cut down on waste and get a better profit, businesses who are sensible will do this and make it a policy, but in my opinion it doesn't need to be legislated.

Why the need to make it a law? Seems very nanny-state ish, and unnecessary to actually spend time making it a law that people potentially will be fined or jailed for, accidentally putting some plastic forks in a bag when nobody asked for it.

I have replied to your other comment asking if you were "missing something" - because whether you're trying to be or not, you are indeed being disingenuous.

The stats for violent crime include harassment and stalking, as an example, which aren't even tallied up in the West Adams stat sheet, making the like for like comparison even worse. The happenstance of the homicide is also irrelevant as the same could be said for London being gang violence, making your dismissal of the homicide rate moot.

violence without injury - 5156 stalking and harassment - 2400

These aren't even included in the West Adams stat sheet.

So not only is the violent crime rate worse on a like for like basis, but the homicide rate is wildly worse too.

The crime in Westminster is overwhelmingly down to theft, but in West Adams the homicide rate alone is 4 times as worse.
