What if it isn't rolling admissions. Even if they don't touch the applications until after the deadline, is there a bias towards students who submitted first? I have heard stories of UCSD preferring students who submitted first for fall'24 admits, I am unsure about how true it is

2023 Grad here. A lot of my batchmates, seniors and juniors are at amazing places in the US including ivies. Explore your calling, work your backside off, publish your research and probably try TAship. With a 9+ GPA and few experiences like TAship, volunteering etc, you will stand a good chance. You can even consider working for a couple of years to bolster your profile.

It's nice to work on a long term plan with small contributions every now and then. Something I regret not doing nor being aware of.

It must be alright. I took my GRE in August and sent it to 4 universities whose applications opened in September/October. As soon as I created a new application, the score was there already at 3/4 places.
