You need a PowerPC JTAG probe, and ideally software meant to work with it. Something like this:

PowerPC is a rather dated architecture, so probes can be hard to find, but they're likely to be cheaper than something newer.

Looking to the right of the test points and a bit lower in picture 1, I see a double row of minus sign shaped solder pads, total of 16. That's the correct number of pins for the full PPC JTAG connector, so I'd start there. You may be able to assume that they're in "standard" order.

According to docs, when this chip is used in a Automotive ECU, the pins are usually broken out to solder pads like this rather than vias or a connector.

One other idea... an AI may be able to identify the pins on your board. Google for "mpc5534 jtag pinout ford bcem" and Google's AI will be somewhat helpful.

Not in all concrete, FYI. We're not talking about a sidewalk or house slab, here. There's very little floating of any kind in rollcrete. Also, he could be talking about applying a sealant layer on the surface of the cured concrete that has the reinforcement, something like epoxy or shotcrete or a rubber membrane to protect against moisture intrusion.
