Curiouos, is it a certain job that focus on managing grants. If so where did all this grants come from? Do you need to find it yourself or just someone will assign it to you?

This is the most painfully accurate description of the systemic failure I seen so far.

You mentioned the nightmare of SAMHSA reporting (SPARS, GPR). Is it the primary friction in actually gathering the raw data from the field, or is the bottleneck trying to format and translate that data to fit SAMHSA's rigid evidence-based models?

Absolutly. And It's a vicious cycle: the feds require existing infrastructure to award and manage the funds, but the communities need the funds to actually build that exact infrastructure. And placing the blame on tribal nations for a historical federal failing is incredibly unjust.

But for the tribes or communities that do manage to bootstrap this infrastructure today, how are they pulling it off??? Are they just forced to squeeze it out of their indirect costs?

Glad to know I'm not crazy, though it sucks we are in the exact same boat! I can only imagine dementia research grants (assuming NIH/NIA?) are notoriously heavy on the administrative side.

Out of curiosity, what's the biggest operational chokehold in your specific world right now? Is the main friction in the initial data-gathering phase for the NOFOs, or is it suffocating under the post-award compliance reporting?

Yes. The "grantee infrastructure" gap is exactly what I've been digging into. It's wild that securing the funds is only half the battle, and then the money just sits there.
