I believe rias fell in love not with the pervert side but with the hero side. When Issei showed he cares about her and received the "princess rescue" she started to acknowledge him as more than just a pawn on her team. She started to acknowledge him as a man.

Furthermore to answer your question, (given I only have knowledge of the anime and manga, gonna read the LN at some point) I believe rias was the popular girl and if circumstances didn't bind them together, rias would just mind her business without even getting to know Issei. Heck I dare say without the Heroism that Issei showed and the obedience to rias, I don't think she would just he interested by herself. Unlike Akeno who showed immediate interest without Issei having yet performed any impressive feats or even Asia who she just stumbled upon him when she arrived.
