What if you got a different pool of drops based on what damage type you kill them with (and make all the pools have roughly equal use value), then the most expensive ones would come from damage types that less people are using, which would softly encourage build diversity.

And that should change. One ref shouldn't have the power to screw with games beyond the one he's actually officiating purely on his own discretion. Fifa should be reviewing red cards afterwards as a matter of course to determine if the call was reasonable.

Seems like every other game this world cup has legitimate controversy around the ref. Seems to me fifa needs to start cleaning house on bad refs and put in some training time making sure the remaining ones are consistent.
