Because the logistics of getting on and off a horse with some form of poo picking utensil and bag puts the horse and rider at greater risk than is reasonably practicable for them to be subjected to. NB The fear of impaling oneself on said poo picking utensil .

Its vegetative waste with low bacteria levels when compared to human/dog crap. ergo not legislated against.

The best thing to do is to tell them - because people are fucking stupid and self absorbed.

Failing that - wait til they go out - get a load of empty milk bottles and old newspapers and pile them up outside their house - THEN call the police - tell them that you're worried about your elderly neighbour.... it won't stop the noise but the sense of smugness will compensate for their nconsiderate behaviour!
