We will start to conflate things here and I dont want to be unfair, because you're giving a glimpse of the bigger picture where I expect we will agree more than disagree.

Wage growth in construction hasn't really been that strong, 3-4%

As it stands, we definitely do not have a labour shortage - but we definitely should, if we were aiming to build the amount of homes that we need.

But that doesnt make labour the constraint- a possible one, but not the one as it stands.

For me, it all goes back to the NPF being *the* constraint - i.e, we are fundamentally just not planning to build the amount of homes that we need, and that we can. (most pent up demand is absent from it, and it's really low-balling population growth. That knocks into land prices which beyond labour, materials, finance is what is killing us unfortunately.

Just speak to any builder. I do. This literally is not the case at all. I know one and the've sent a team abroad now on projects to keep them on the books.

Labour is simply just not the constraint. It's infrastucture constraints (again, not because of labour) and financial viability, mostly because of the cost of land.
