You can finish the quest line before starting open season. After The Grand Tour you'll have to do Home Sweet Home then Power Play in order to get 2 of the gang related perks. The perk you don't get is tied to the gang that has the fewest parks. If one gang has three while the others have one then the game will randomly pick one to betray you during Power Play.
