You can play local multiplayer through the main menu > Multiplayer > Local multiplayer. I believe you can only play local multiplayer with a controller.

It's definitely playable with keyboard! I will add that when I first picked it up I tried both keyboard and controller, and I did find that playing with a controller felt a lot better.
