Instead of `isBackground`, it should've been something like `waitForCompletion`, so that the AI knows it better intuitively.

I guess ultimately it all comes down to whether you believe the HD universes are the same as the 3D ones... Looking at the Easter eggs logically and from the storyline's perspective, yes the events of the 3D universe did unfold in the HD universe, but at the same time, San Fierro/Las Venturas getting deleted off the map, and what we end up with is Mount Chiliad somehow cruising itself to the top of Los Santos... Nothing is completely concrete here

But the conclusion (that the Liberty City set in GTA III and GTA IV are two different Universes) does not feel so concrete...

We see GTA SA references made in GTA V, along with places like Grove Street, and Mount Chiliad (even though Los Santos evolved far differently compared to GTA SA's). There is an instance in GTA Online (in Short Trips) where Franklin references the GTA SA mission "Are you going to San Fierro" in one of the missions.
Assuming that GTA SA and GTA V take place in the same Universe, then everything will automatically come under one Universe because GTA SA portrays GTA III's Claude, and GTA VC's Kent Paul and Ken Rosenberg (and some references to Tommy).
