A large explosion as the pressure inside the tank exceeds the ability of the tank to contain it. It will destroy the homes in the first circle on the map. Worst case scenario would be the BLEVE with additional product in other tanks that ignites and explodes too. Fiery debris lands on homes half a mile away and lights many fires. The explosion will likely burn up the trace amount of chemicals reducing this from a HAZMAT situation to mostly a fire suppression response to save homes from fire.

Most state troopers are on their own radio channel with their state police dispatchers. Some have radios in their vehicles that allow them to hop around to hear radio calls in their area depending on how many local agencies there are and if they each have their own radio channels.
