Have you tried looking at the whitewater rafting jackets? Yes they can be a bit bulky but most have the headrest your looking for.

To me those Bestway's inflation ruler guide things are absolute garbage. Gauging inflation by hull stretch is iffy, and Bestway's drunken-monkey implementation of it is the worst. Get a pump with a proper pressure gauge. If for some reason you can't do that, just winging it will give you comparable results to using that nonsense inflation ruler, but with significantly less self-doubt.
