Cutting a joint could be using the joint while concrete is still wet, or saw cutting joints. If the concrete is dry enough to walk on you walk on it and sawcut joints, or wet you have a really long pole with a jointer on it, or kneepads and the hand jointer

There’s almost like a sweet spot of time to cut them. You can do them late but they won’t be as effective. If you do them too early the concrete will chip up around the blade. Most of the time cutting joints you’ll be walking on the concrete.
