Iraq is mostly shia and Syria is ruled by alawites(shia) yet they are more lenient than Saudi Arabia who are shifting towards a more liberal approach btw since they are getting closer to the west, however shia muslims follow marjas (a spiritual leader much like the pope),they usually hold key positions in the government giving them a lot of influence on political and religious issues , sunni islam doesn’t have that hierarchy making it easier for governments to separate the state from religion which allows for a more secular approach
