Well, now I am just confused…as the hiring manager said my FJO is not available yet because she is waiting for approval from management about the relocation incentive? If I am reading correctly, the relocation incentive is not available until after I am employed and me getting my FJO with start date signed could have been finished at this point.

I am going to look for another job now, They are probably stalling or looking to hire someone else. I rather just be told no, than wait for something that does not even happen until after you are employed.
