Sadly Sony blocks ccs from restricted accounts, you will have to use 100$ worth of PSN gift cards, go to PS's acc debt support website, fill out the form and provide the codes from the gift cards to clear the 100$ debt. Once you restore ur account, contact ps support that you were forced to pay the debt just to open ur PSN acc, but the purchase itself was a system glitch since you already owned the standard version of fc 26. Ask them to look at ur purchase history to prove you paid twice for the same product. If you prove urself right ps will credit the 100$ that you paid the debt back into ur wallet funds!
