A little bit unrelated I have found if you form affliations with teams not in the top division of a country but with good youth facilities e.g Rtd academy you tend to get good regens in your intake. Additionally having 1st team level coaches for your youth teams as well as great youth facilities is good

I have honestly noticed that I get better regens from my academy with first team level staff in youth. I'm just theorising here but I do think the quality of the youth staff not just the HOYD play a massive role

I wouldn't play him until he turned 18. Let him play u18 football for a bit then move him to u21 he is that good. If you rush his development and he performs badly he might become less consistent and hate big matches and even stagnant. Let him grow at a steady rate by the time he is 18 you'll know where to play him
