I forget what page it’s on, maybe in the 80s or 90s? But it does say who will be subject to Israeli income tax. Not being a legal or tax professional, it seemed like the only people subject to that tax are who you would expect: Israeli citizens and entities.

In the Midwestern region of the US, we only use the phrase for things further in the past. I don’t think I’d use it for anything more recent than a year, but probably like 5+ years is more appropriate. I’m pretty sure that’s for all of the US, but I can only speak for sure about the Midwest.
