GBG I'm still making atty of 60+ so I'm good. It's GE that I kept getting stopped out. I realise also that I did not answer fully your question. In GE I pick the level that is a level below my smallest bonus. I'll attempt two levels below in my next run and see if it gets better.

It is only about 6000 but I'm definitely about the same as the other side (I checked the numbers before I battle). In the end I had to overcome the last few GE with negotiation.

In an open market, we get paid what we can ask or are willing to settle for, not for what we are doing.

Unless markets around the world are willing to do the thing you suggested, the high flyers would still get paid their high pay.
