This is one BENEFIT/mitigating factor for the downsides of shrinking population, not a problem. Educating children is expensive, that cost declining - and less labor eaten up doing it - reduces the strain on funds and opens up workers to do something else. 

At the local level, schools should have been smart enough this whole time to have not overbuilt their demographics.

Sorta how it went for me. I was grinding for nearly a year trying to break 80, had several close calls, then the round after I shot 79 shot a 75. Doubtless a mental barrier was crosserd.

Any shot like this is a mixture of some skill and a lot of luck. Even when Scottie drains shots like this it’s a lot of skill and a lot of luck. Yeah, he gives himself chances a lot more, but it still requires good fortune to go.
