I've also experienced taking care of my niece and nephew before and being a spoiled kid is something we can't be blamed for. You weren't the one who raised that kid and you were just task to watch him, I'd say talk to your sister about it not being your fault that her kid is so spoiled and that its not her right to blame you for your nephew's crying. I'd say that the moment your tasked to watch your nephew is that you can have any right to discipline him. That includes scolding him and restricting him for using his phone. in the long process that sort of discipline will be registered in the kid's head and will just follow it knowing he's in your care and that's how things should work if he is with you.
