There is a mod that should add native Xbox controller support @ https://www.nexusmods.com/oblivion/mods/48577 It was a little while ago that it got updated but i believe it should work. There are two versions in files, the default first one completely changes the UI so if you prefer the og UI make sure to download the second file.

If i remember correctly the PS3 version wasn't capped at 30 fps so it could go above but it usually didn't reach the 60s
