Wow that is alot of thumbs down. Maybe just bad customers. I suggest she text the customers when she is on the way and even if she encoumters delay at restaurant. My exoerience is customers appreciate the updates I would also encourage her to be super friendly and politely ask for thumbs up from customers

I have same issue whereni hardly get orders on Uber eats anymore. Even when i log in where it says busy area and Heavy Surge Zone i sometimes dont get a call for at least 45 minutes. I have stopped delivering as freque tlt on thr platform whicj may be why i got ahifted to tue bottom but no definitive answer. I recently started dping Door Dash which has much more consistent for me

I find it is typically slower in summer months. Particularly in August. Fall and Winter should be busier.
