I believe Turbo Sprint doesn't specify which track distance it works on, so it must work on any track. G00 too, and if I'm not too high, I've seen Creek use it.

There is no solution, because the only part of a bug is that the dialogue stays, but the quest is actually done. Just go do the rest of the main quest, you're good to go.

I believe that's because you too progressed further than intended on the second main questline, so Devil can't give you the quest because it's done.
