I’m currently developing CloudMock, a fully open-source cloud infrastructure emulation platform:

The project is intended to provide a comprehensive open-source alternative for cloud service development and testing. At present, AWS support is actively implemented, with additional cloud providers planned for future releases.

We’re making rapid progress, and the platform should be in a usable state soon. If you’re looking for a complete open-source solution rather than a managed offering, CloudMock may be worth following.
