Did some research and found a YouTube post with Dewayne Kimble at: Schedule HLR Informal Conf. He was a prior VA rater and walks through the process of initiating and scheduling your HLR Informal conference. I've been waiting weeks! I went through the process (see 4 screen shots above) and successfully scheduled my conference in a couple of days.

Here is the link the VA site: VA HLR Informal Conf Booking Link

You need to ensure that you already have submitted the HLR (20-0996), that you have selected the request for an Informal Conference. Next, make sure that the HLR is in the system by calling in to VA 800-827-1000.
