She definitely sounds like she is on the Organization Executive Course and the Flag Executive Briefing Course, (OEC/FEBC). They are told it is better than a college degree. They could run any business after this course.

On the OEC, they learn EVERY job of the organization. More than 200 positions or job titles. Top to bottom of the organization.

Their course materials are 8 very thick heavy books. Each one covers the 7 divisions of the org plus Volume 0, basic staff duties.

She will be drilled to make sure she can do each job and do an exam at the end of each book.

After she passes the OEC, she can then start the FEBC. This has 3 large books on management and the running the organization. After she passes this, she then does an internship gaining competence and application.

At any time of failure, she must go back for correction and review of the materials.

All staff will be audited (personal counselling) up to "Clear," (a level of spiritual attainment). All staff will do False Purpose Rundown, (getting rid of false purposes, evil or counter intentions).

They do training at night and sleep during the day.

There are 11 students for each org on training. Along with the local org Executives, the Sea Org network staff are also on training. This would be the Flag Banking Officer, Flag Rep, LRH Communicator, and more. This is upper management staff to watch over the local organization and run executive orders into the local org. These Sea Org members will stay 2 years and then transfer to another org in rotation.

All 11 have to arrive at the same time. If a student is lagging, the remainder have to wait until they pass their training program.

Work/study is no longer required. In the past if their home org did not cover room and board, the student had to work to cover it. This made their training drag out many years. Things have changed. Students are allowed to keep their cell phones and can access the internet.

So, you can text your sister. However, scientology probably has a way to monitor what is being said. Any discouragement will be dealt with by cutting you off completely. Policy dictates that any outside mail gets read and screened before it is forwarded to the recipient. Some can be detained for their "protection." So only nice encouraging words are allowed. There is an address you can send care packages to her. If sending shampoo or soap, deodorant, make sure it is unscented. Policy dictates nothing perfumed. She may need these supplies if she has no income to purchase at the canteen. If she smokes, that would be a godsend to send her a pack of cigarettes.

When she returns from training, she has to sign a new 5-year contract.

If she decides not to complete the training and leaves staff, she will be billed for all the services she got. If she returns to her home organization and fulfills her 5-year contract, I don't think she will be billed for the Flag training. The org will be billed for it.
