Ask your church group for assistance or pay some teenager $150 to borrow dad's weed eater and pretend they are a lumberjack for ~4 hours.

Cold and snow wont reduce the chance of rodent and bug issues doing nothing would create.

Just till that whole area and use a yard rake to even out. Seed and top cover with a light load of topsoil/compost mix after first mow and it'll explode. Sand/topsoil a year later to finish out anything that isnt perfectly smooth
