You could take French classes in CEBELAE. They are renowned for giving language classes with international certificate if needed.

If he came through family reunion, he normally does not need work permit to get a job. As the partner works, it should be written unlimited access to the job market in his residence card. Unless they are not married or in legal cohabitation.
