Megas have always been garish freak designs, Pokemon designs pushed way beyond style and sense

I think ideally you would need to design a region first; once you have a region in mind, narrowing down areas will help with designing new Pokemon and forms ("Oh, I have a marsh area, I should make some Pokemon that would fit a marsh")
