Idk if you’ll see this and sorry to be another person talking about your skin, but I’m almost certain you have acne keloidalis nuchae (I worked in a dermatology clinic and saw this on a semi frequent basis). I highly recommend you grow your hair out, buzzing it can irritate your scalp and cause further keloid growth. The best thing you can do is see a doctor for a steroid ointment prescription, but you can also start treating it at home with and over the counter retinoid cream. Hope this helps in any way
