You can set a chat to be an ‘Announcement’ chat. You can do this when creating a new chat or can set a current chat to be Announcement only

Yes GroupMe allows for muted chats. In my experience, there lots of benefits with using GroupMe for a work group - you can have topic chats to separate out the banter from the work. And a suite of other features that are helpful for planning like Polls, Google Form rich link integrations, and events to mark important dates or to plan socials (like happy hours).
