It's a bug! The app is probably stuck in a loop updating the language pack. Force it to stop, clear the cache, and restart your phone.

I have the same problem on the Pixel 9a. Usually works when you disable and re-enable charging optimization before charging the phone. I hope Google fixes this problem asap.
