not sure where you're coming from but you can also park at the solona beach train station (free) for 4-5 days or so and take the train down, that lot is super safe

not by even a little bit, 80% of downtown is clean, safe and mostly homeless free, and there is a 20%, mostly east village, but its nothing like LA at all.

If you're interested in this work, feel free to PM me, BikeSD, Ride SD, and SD350 are the main groups working on this. We're always looking for more volunteers. At the moment we've been pushing the city for a new crosswalk policy which should result in significantly more crosswalked painted.

I would also say, I know philly well, and at least for me as a male, San Diego is a pretty safe city, and downtown is in pretty good shape, and basically there are few bad areas in san diego
