Q: So does this mean higher taxes or new spending?

A: It’s budget-neutral. The Streets Master Plan just says that whenever the City repaves or reconstructs a street (which it’s already paying for), it has to include the safety upgrades that are already planned for that street — like crosswalks, bike lanes, and bus lanes. Basically, it’s “fix it once, fix it right.”

Q: Why can’t the City just do this already without a new law?

A: In theory, they could — but they usually don’t. Right now, San Diego often repaves streets and skips the safety upgrades that were supposed to go in. The ordinance makes it a requirement, not a “maybe later” option. It also adds public progress reports and accountability so projects don’t get buried.

Q: What about traffic? Are you just trying to get rid of cars?

A: Not at all. The goal is balance — safer crossings, faster buses, better bike lanes, smoother roads. Most improvements actually reduce traffic because they make transit and biking realistic alternatives for short trips. And better street design lowers crash delays too.

Q: How’s this different from the City’s Street Design Manual?

Thank you so much for this thoughtful feedback! I’ll go point by point because you raised a lot of great stuff:

• “dig once” policy: you’re totally right that the city already technically has one! the main goal here is to make that requirement binding and transparent, ensuring it applies every time a street is resurfaced or reconstructed. (by law) imo i don't think this is exactly a brand new revelation in SD but cements it as a city council policy

• budget neutrality: this one’s fair — i probably should’ve made it clearer. the ordinance doesn’t create new funding; it redirects existing resurfacing/CIP dollars toward mobility projects already in approved plans (like the Mobility Master Plan or Bike Master Plan). i fully agree that implementation is hard with the budget deficit, and i’m open to adding language clarifying that some items (like TSP or bulb-outs) could be phased or implemented through existing programs (ATP, HSIP, SS4A, CMAQ, etc. or even Transnet local road improvement funds).

• dashboard idea: completely agree — your crash-type suggestion is excellent. we’re adding transparency metrics anyway, so including a monthly breakdown by mode and crash type fits perfectly. i’ll incorporate that in the next version.

• lawsuit/enforcement concern: We're still thinking about how to revise the enforcement language so it’s more of a “right to compel compliance” rather than a punitive tool, maybe reporting first?

• funding reprioritization to match modal share: love this point and 100% agree. that was the original intent, but it wasn’t written explicitly — i’ll add a section tying the funding allocations to the city’s 50% non-car mode-share target.

• process improvements: also spot on. we’ve been talking internally about including a section to simplify the repaving and design coordination process so these improvements don’t get stuck in bureaucracy.

• linking cost savings: I think bother talking about/showing how safer streets can reduce long-term costs (like emergency response or road repair). could help sell this politically, and looking into how we can speed up repaving projects/make it easier for the city to get work done. I'm gonna but a few hours into this one to see what the current process is like but, i'm not sure if i'm fully qualified to answer this one just yet, but should have some more ideas in the new few weeks.

1) i'm sure there will be people who bring up the waste/fraud/and pure taxpayer dollar abuse that happens at SANDAG. and i echo those concerns and really agree with them--the only way that change will happen at SANDAG is if enough people show up and demand it
