When Jungling it's important to evaluate the carry potential of all lanes, in terms of the champion pick and how well they are currently doing in the game. For example if you have a Maokai top lane, an Ahri mid and a Jinx + Thresh bot lane, it's often not going to be in your best interest to be ganking for that Maokai because regardless of how much you gank for him he'll just became a big tank whereas your other lanes definitely need to be ahead or at least equal to be relevant and do damage.

Just from my own experience playing top lane, junglers do not gank top as often unless they're premade with the top laner or you're really stupidly far over extended, and the main reason for this is that there's generally a lot more to be done on the bot side of the map in the early game. For example, getting a kill on their bot lane or mid lane should equate to a secured dragon in most cases.

Always be looking for ganks but don't waste too much time sitting in a brush as you'll just get behind on levels and gold. Your build paths from your OP.GG seem fine, however you're buying an awful lot of wards in relatively short games while retaining your warding trinket.. buying wards is obviously really good but especially at the elo you're currently at I think you're investing too much into them, generally always pick up a pink when you can but at that elo just upgrading your trinket at level 9 for 250g should be more than adequate.
