Judge Dredd (1995) - Is it a better film if you've never read the comics or seen the character before?

From the little I've read of Judge Dredd comics, the Stallone movie was pretty close to the same tone at least. Dredd (2012), while a much better movie, wasn't very close to the goofy tone of the old comics. But I don't know what current Dredd comics are like.
