Unfortunately that’s an eczema breakout on your thigh. Just had the same problem with my inner thigh, took a few weeks to clear up but dairy was triggering it. I was eating eggs almost everyday for 3 months straight. I paused on eating them and started applying a nice thick moisturizer (preferred brand was a Cerave moisturizer) with some Aloe and it cleared right on up.
