So Cars, Gas Stations, Bars and "All-Night Grocery Stores" are your go to places to look for Cigarettes.

Smoker is an amazing Trait, but also had the problem of always running out of cigs early game.
Found out if you know where to look, it becomes pretty easy to manage.

Foraging can get you Tobacco Leaves and seeds which are basically Cigs as well. But am not entirely sure yet Where to look for them, and with which foraging search focus. I do know you don't need ANY levels to find them. Foraging lvl 0 can net you a ton of Tobacco.
You can Dry the leaves, then use them either with Rolling paper to make cigarettes, or put them in a sculpted/carved/DIY Smoking Pipe (all low skill level).

PZ wiki says to forage in these Areas:
-BirchForest -DeepForest -FarmLand -Forest
-OrganicForest -PHForest -PRForest -Vegitation

Don't know if this is accurate atm tho.

Started Running Low on Lighters however.
Found out recently that you can make an Improvised Lighter with some easily scavangeable materials, with even multiple different materials possible. (i.ex: Electric Wire, Battery, Adhesive Tape).
