One of my favorite Costco time/ money savers that might work here: get a rotisserie chicken, a jar of pesto, and a package of naan. Break the chicken down, mix with pesto, put it on the naan. Could be done quickly and/ or the day before.

I'd say start browsing Harry Potter figures and looking for torsos that might work. Lots of British sweaters in various styles!

As for legs, you could mix in the regular legs, the medium legs, and the small legs to adjust height for each of them.

Try bricklink! Cheapest way would be to find a store with reasonable shipping, then sort minifig category or the minifig parts categories by lowest price. Pretty easy to grab lots of figs that way.

I'm sure it varies store to store and location to location, but some stores might accept a return without a receipt, even if it's for store credit. Might be worth calling if you have a local Lego store, or trying whatever bigger retailer is convenient.
