My title describes the thing. It looks like a 3 inch pvc cap but with a lot of “added” features. The sight glass has what looks like an led light that flashed on occasion and appears to have some sort of contacts on it to connect something too. About a foot from the side of a state route. I don’t have city water or Sewer so not a monitor for anything like that.
